I've seen many mods on this place that are not that complex or advanced, just changing the appearance of the characters for the most part like pubic hair mods on Four elements trainer and summertime saga. I wanted to know what tools are used for that and some overall help and guidance for me to do similar projects myself.

That depends VERY heavily on what "stuff". Each engine, and game is different, some are easy to mod, some are near impossible. Some can be done with free tools, some will need payed and in some cases relatively expensive tools to do, etc. etc. etc.
